Water flowing from a water hose in the middle of the road

Hi, there is a lot of water flowing down the road on Otitori Road since 3 or 4 days now (around number 84 uphill). The water is coming out a water hose in the ground in the middle of the road. I don't think that's normal. Thanks, JP
