Neighbours' hazardous parking on grass verges close to driveway

My neighbours take turns parking the maximum of two cars on the grass verge that is right next to my driveway to my house. As the grass verge is at a 90 degree angle to my driveway, I cannot see the cars while I drive out of my house, therefore I am always concerned that there will be an accident. So I placed notes on the windows of the cars saying that it is dangerous to park on the verges so it will be for the best if they stop parking there. They ignored me, and kept parking. Then on the 28th of December at around 9 am, one of the cars parked on the verge collided with my car as I was driving out of my driveway. Obviously I could not see if any of the parked cars were about to move as in no way could I have seen with my mirrors because the cars were 90 degrees to my driveway. After the incident, they still kept parking; the lady driving the car which hit my car said that because there weren't any signs to say 'no parking on grass verge' she was legally allowed to park there. There are plenty of other parking space on our street, and I believe they do not need to park on the verge, creating a dangerous situation in every time that I drive out of my driveway. Furthermore, the lady that hit my car said that she would be more than happy to pay for my repairment at the time, but now, as of 8th of January, she says she's one hundred percent innocent and therefore she will not pay a cent towards my car repairment. Please resolve this problem as this is highly dangerous to both my neighbours and to myself. Thank you.
